How do you lock the camera in your prompt?
Name the fixed camera explicitly and give the model something else to animate. A locked-off or static camera is a shot where the frame doesn't move and only the subject comes to life on screen, like a camera on a tripod. Runway recommends confirming that lock in plain language, for example: "the camera is entirely motionless for the duration of the scene, with movement only occurring from the subject."

Keep that list short and specific. MagicLight recommends 10 to 20 short, targeted terms; throw in random words and the model gets confused instead, dragging down the quality of your clip. Not every model has a separate negative field. If yours doesn't, build the stability into your regular prompt ("fixed camera, no zoom") rather than a separate negative list.
Decide where the motion is allowed
Choose up front which part of the image moves and deliberately keep the rest still. A lot of restlessness comes not from too much motion, but from motion being everywhere at once. A strong, sharp start image helps enormously: begin with a deliberate photo where the composition and framing already work, and bring it to life in the video generator with only the subject moving.
Some tools offer a motion brush that lets you mark exactly which area may move while you set the rest to "frozen". That way you animate only drifting hair or passing traffic, for instance, while the camera and background stay still.
What do you do with residual motion that stays?
